13. Project background: Why is the project taking place? Why is the need form the project?Some CSOs in EU states have campaigning and advocacy capacity on illicit capital flight. Those in other MS, such as the EU-12, want to engage more but lack knowledge and capacity. Project partners with expertise will share good practices. Policymakers are aware of the impact of illicit capital flight on poverty eradication and how policy coherence for development is needed, but require more independent evidence and greater CS input. This project will help them to deliver effective policy reform.

22. Please give a short description of the major result or success of the project so far. (If you project is less than 1 year old feel free to ignore this question)More than 100 advocacy meetings took place, and hundreds of CSO members received capacity building training every year. Public awareness increased dramatically. Policy change successes include a Directive ending anonymous shell companies, and the introduction of public country by country reporting for banks. Joint actions included a 2014 election package, and a street campaign to ‘blow the whistle’ on tax secrecy. Annually, partners produced an influential report in several EU languages examining tax and transparency actions of EU countries, with a focus on impacts on developing countries. It generated more than 70 media stories in 2015. The project led to the creation of Tax Justice Europe, a network of 50 plus organisations.
